Nurture an atmosphere where diverse voices can be heard.
Culture is build by what gets encouraged and what gets discouraged over time.
Allow and encourage people who see risks to speak up easier. Get people to spend energy on separating themselves from their ideas. Seek outside feedback from diverse groups of people even if they are not your customers.
Example:
Innovation is more like a plant than a machine. It requires a diverse and rich ecosystem that is nurturing. Companies like Google nurture a culture of cultivating ideas from diverse thinkers instead of forcing a top down idea flow. Even if this approach might seem to create dissonance at first, the power of opposites help elevate the best solutions to the surface.
